Platform of initiatives and position on policy issues so performance can be measured

























We are committed to an administration that will focus its efforts and resources on its greatest
assets – its People, Economy and Environment, in order to ensure a high quality of life today,
tomorrow and for generations to come. Our Administration will develop a detailed Plan of
Action that outlines specific measures and actions to implement this platform within the first
100 days of our Administration. This Plan would provide practical and measurable actions
with an implementation timetable so that we are held accountable for our progress.

This Plan is based on issues and concerns voiced from both the public and private sector
forums and most importantly, in visiting the Palauan people. It also includes recommendations
from relevant reports and studies including the Palau National Master Development Plan, the
Sustainable Human Development (The “CoPopChi” Report) and the current Facility for
Economic and Infrastructure Management Project supported by the Asian Development
Bank.  We continue to welcome ideas and practical solutions to address the many challenges
that we face as an Island Nation.

We intend to establish an Inter-Agency Group to monitor and report on the implementation of
the Plan and to ensure that these plans are consistently implemented. Membership in the
Inter-Agency Group would be comprised of both the public and private sector to encourage an
independent and transparent assessment.

We intend as well to establish performance targets for our Ministers and mandate the
preparation of performance measures for management to ensure that our Administration is
responsive to the needs of the People of Palau.
